DELEGATED, ACTIVE & EFFECTIVE VOTE
Under an AR electoral system each Citizen's vote cast in an election by a citizen delegates that citizen's power to the candidate who received the vote. Win or lose that candidate retains the power to re-cast that vote, or ensure that it is re-cast, in votes taken by the governing body resulting for the full mandate of that body. A delegated vote that can actively be used to influence the results of all votes in the governing body is an effective vote.
Delegated Votes cast in an election to Candidates who become a Constituency Members and who then can then, on behalf of the voters, assign those votes to a Sitting Member for re-casting in votes held in the Governing Body.
