ACTIVE & EFFECTIVE VOTE
A Delegated Vote which is remains actively available for casting in any vote taken by the Governing Body from the date of the election in which it was cast in favour of a specific Candidate for a seat in that body to the date of the next election for seats in that body whether or not the vote was cast for the winning Candidate.
Acronym for the “Absolute Representation” Electoral System
Anyone qualified by then current laws to be included on a ballot and, therefore, able to be a recipient of delegated votes from voters.
Any candidate in an Electoral Area who does not receive enough Delegated Votes to take a seat in the Governing Body as a Sitting Member but who can serve his/her constituency from outside the Governing Body by assigning, or re-assigning, the delegated vote she/he received to any Sitting Member.
Acronym for the “Delegated Active & Effective Voting”
A vote cast in favour of a Candidate in the knowledge that the Candidate then has the power to either:
- re-cast it in votes taken in the Governing Body if she/he becomes the Electoral Area’s Sitting Member, or to
- Assign, or re-assign, it to a Sitting Member who will then have the power to cast it in votes taken in the Governing body.
A general term representing such designations as Riding, District, Ward, Canton and any number of other names use for areas in which citizens cast their votes in elections.
Acronym for the “First past the post” electoral system
A general term representing any local, regional or national government anywhere.
The political party having the most Sitting Members in the Governing Body
A collective acronym for all “Proportional Representation” electoral systems
The candidates who receive the most delegated votes in their Electoral Area and are, thereby, elected to a seat in the Governing Body.
